Leopold Beer

DLI Visiting Fellow

Leopold Beer is a Visiting Fellow at Cornell Tech’s Digital Life Initiative (DLI), where he works at the intersection of law and technology under the supervision of Professor James Grimmelmann. His research focuses on the regulation of web data, the legal frameworks governing AI and search index infrastructures, and the broader impact of digital regulation on innovation in both the European Union and the United States. As part of his doctoral work at the University of Kassel, he examines the constitutional and statutory requirements for open web indexes and the applications that rely on them, including generative AI, Retrieval-Augmented Generation systems, and search engines.

A native of Munich, Germany, Beer completed his legal education at Ludwig-Maximilians-Universität Munich, graduating with honors and specializing in competition, intellectual property, and media law. His publications span topics such as digital copyright, privacy law, and the governance of AI systems. At the DLI, he aims to deepen the comparative analysis between EU and US digital governance frameworks and explore how regulatory choices shape technological innovation.
